Why don’t paper cupcake liners burn?

That’s not to say they won’t darken if you put them in the oven on their own. Do colored cupcake liners “bleed” or fade during baking?

It depends. While reusable or disposable foil cupcake liners can retain color slightly better, there is always the possibility of fading when exposed to heat.
